Land is bought in small plots (gates); each plot carries either a sluice (NAND gate, closing only when both inputs carry water) or a reservoir (LATCH, releasing the previous round's stored water and storing the current round's). Both cost the same to mint; combining plots into a field and filing a deed is tape-out.
