The first, "Container Agent, phase 0: holder-signed mandates and task messages," has a container holder sign a mandate stating which agent may perform which task for that container; every task message from offer to delivery to acceptance is signed, payment is an ordinary transfer that anyone can independently verify, and no new contract is needed. Phase 0 only proves who authorized whom to do what and does not cap spending; limit enforcement comes in later phases and requires new contracts and audits. The second proposal covers optional agent membership in a service manifest, letting an agent be listed with the tasks it can do and how it prices them without implementing the task protocol, relying only on TAP-10 and TAP-11.
